What is a Full Repairing and Insuring Lease?
A ‘full repairing and insuring’ lease (FRI) means the tenant is responsible for all external and internal maintenance, decorations, and repairs, as well as the insurance of the building.
An internal repairing and insuring lease (IRI), means the tenant is responsible for the repair and maintenance of the part of the building they occupy. With IRI leases, it is important to verify the landlord’s obligations regarding the exterior and common areas of the premises.

What is the Code for Leasing Business Premises, England and Wales 2020?
The Royal Institution of Chartered Surveyors (RICS) published the Code for Leasing Business Premises, England and Wales (1st edition) (Lease Code 2020) to improve the quality and fairness of business lease negotiations and to promote the drafting of comprehensive heads of terms to make the legal process more efficient.
If the landlord or agent is a RICS member, they must comply with the following:
- Approach lease negotiations constructively and collaboratively.
- Inform the tenant of the Lease Code 2020 and advise them to seek independent legal advice.
- Record the lease terms in written heads of terms, marked ‘subject to contract’, covering rent reviews, service charges, repairing obligations, and rights to make alterations.
